apt4rpm installation

Does anyone have any coherent instructions on how to install apt4rpm on RH9?
Trying to follow the hodgepodge of conflicting and inapplicable instructions
and packages starting from http://apt4rpm.sourceforge.net/ leads to exactly
the kind of dependency hell that this system is supposed to solve.
