At least the 'useradd' program does not allow to create user with such a
name.
I think that it may be possible to create such a username manually (by
editing
the files /etc/passwd and /etc/shadow). However, many programs
(including system utilities, such as 'useradd') may not work correctly
with the names containing dot.

On the other hand, some programs which use their own sets of users and
their
names (not the list of users from /etc/passwd) may allow user names with
a dot.
