[Q] How to disable firewall setup?

We have Redhat As 2.1 and 3.0 servers on out site. I use "lokkit" tried to disable "firewall" setup. Everytime I run "lokiit", it always show firewall enable. I change it to "disbale" and rerun and it still show "enable". does there has way permently tunr off firewall?
