group quota

Hi,

i have user and group quota ON 
but the group quota not limiting all the user that there primary group under that group quota, just they get limit on the user quota.
should i make the home folder for the group users under the group home directory so they get limit by the group quota? 
or the system will detect the primary group and link there home directory

Ex.

user 1 under group group1

/home/user1

user2

/home/user2

or it should be 

user1

/home/group1/user1

user2

/home/group1/user2

any hints or help to to limit the sum of user quota under the group quota??
