I would have to say a few things here.
1.  Either I don't understand your question.
2.  Or, you are a hacker on a suicide mission and are just asking people to 
hunt you down and literally kill you.
3.  Or I do understand the question, but you don't.

You might want to explain why you are asking to hit every IP on the 
internet if you don't want to get flamed.
