mkinitrd problem :all loop devices are in use

Hi,
           I compile kernel of linux2.4.22. But when i tried to make
   initrd image it gives error .
  Though i already enabled loopback devices option in Block devices.
  I already have loop0-loop15 in dev directory.
 If anyone know about this, please let me know.
