i cant tell you much about NetBios stuff as i never used it, but i will 
plant another idea in your head

why not use reserved dhcp
in clients.conf you associate a mac address with an ip address and every 
time that puter boots up the ip will always be the same, regardless of 
where its plugged into, or OS.
