Thanks for the follow up.  I have been able to run the install
for Horde 4 via pear install commands following the forced
pear upgrade (--force).  This was the action which
previously errored when running out of date version of pear.

It probably does overwrite some files from Redhat, but
we have dealt with this problem on some other
systems before.  After updates to php parts we sometimes
have to do pear upgrades again.

Anyhow, here is the resolution which worked for me.

I added --force to install first the prerequisite pear module
upgrade (something like Console_GetOpt) and then added
--force to upgrade pear using the pear upgrade command.

This upgraded php-pear to be more up to date with php 5.3.
