Yum still ignoring "tokeep=" in installonlyn.conf

It seems that bug #176704 is still alive and well.  Today's rawhide
update would have wiped out all but my currently running kernel
despite my installonlyn.conf containing

    [main]
    enabled=1
    # this sets the number of package versions which are kept
    tokeep=5

Perhaps most of the testers have disabled this plugin.  I see this
bug is on the FC5 blocker list.
