Shrinking is difficult -- once a resource is reachable, one must
keep track of who is using it. One will also need a disk
defragmenter. [Andrew Morton did have some patches for 2.4 that did
that by providing a "move this file block" feature for Ext3.]
By contrast, adding resources is almost trivial, because nobody
has a reference to it until it is explicitly made visible.
