This bug is fixed in the 2.4.23 kernel.  I guess that patch didn't make
it into the fedora kernel yet.  It's at:
	kernel.org/pub/linux/kernel/people/gregkh/usb/2.4/usb-serial-02-2.4.23-pre3.patch

If you want to try adding it yourself.
