Have you actually used rpm -q --changelog recently and found it useful? 

For a developer figuring out changes I think something like:
http://cvs.fedoraproject.org/viewcvs/devel/ConsoleKit/ConsoleKit.spec?rev=1.12&view=log
is pretty close to what we want.
