Yum problem version yum-3.1.2-1.fc7

Yum works fine, except for the inability to delete the header files after updating packages. Such an example of this is:

Cannot remove //var/cache/yum/development/headers/bitmap-fonts-0.3-5.1.2.fc7.noarch.hdr

Bug or known issue?
