how to manage the package specific accounts

Hi,

Some packages are creating the system account for their
programs/deamons in the scriptlet with the specific user
id.  So how does it actually prevent the duplicate user id
between the packages?  I just wanted to know if there are
any policy/guildeline or the management system in Fedora for
the user id.
