This is due to the recent change in perl

Perhaps adding perl-devel as BR should solve your issue,

Shouldn't be both perl and perl-devel part of buildroot anyway?

perl is only there as a dep of rpm-build. There's no reason (other than as a temporary workaround) why perl-devel should be in there, just as for instance python-devel isn't in there.

FWIW: according to http://fedoraproject.org/wiki/Extras/FullExceptionList perl should be in the buildroot
