A KDE (KDE 3) package actually. It makes a difference here.

It exists, you're just not pulling it in.

You have to BuildRequire kdelibs3-devel instead of kdelibs-devel. (Unless 
there's a KDE 4 version available from upstream, in which case you should 
upgrade to that instead.)
