I have the same problem over here and noticed today that this only
happens, when the wastebin directory resides on a software-RAID partition.
When I move it to somewhere in /tmp (which isn't RAID on my system) the
wastebin icon behaves as expected.
Maybe there is a bug with software-RAID in Fedora Core 2..
