After installing perl-Time-Hires-1.55-2.i386.rpm you should have the following files present - are they there?

/usr/lib/perl5/vendor_perl/5.8.3/i386-linux-thread-multi/Time/HiRes.pm
/usr/lib/perl5/vendor_perl/5.8.3/i386-linux-thread-multi/auto/Time/HiRes/HiRes.bs
/usr/lib/perl5/vendor_perl/5.8.3/i386-linux-thread-multi/auto/Time/HiRes/HiRes.so
