Yes.


if so, is it a bug?

Probably. rndc is being used in a way not expected by the selinux policy you are using.


also, in
addition to rebooting, if i try the actions shut down,   i can get to
the terminal screen where it is showing the different processes
shutting down, and hangs til i pull the plug & remove the battery.

Which process does it appear to be trying to shut down when it hangs?
