Sorry should have read your question more carefully.

There is vc-svn.el, included in the subversion source.
Also the next major version of Emacs (22.1 and current
cvs emacs) also seems to have it included.

You could put in an rfe against subversion in bugzilla to have it
included in the FC package if you like in the meantime.
