Alternate Programs

Hi, 
i am new to fedora core 3
i installed it and everything looks fine
but i was wondering
is there a program like netlimiter in windows
which allows me to limit the bandwidth for each program separately, or
is there a way i can do that manually ??

also is there a program like FrontPage, 
i tried NVu but it is not like FrontPage in many options,

any advices ?
