I had the same problem.  After futzing around, I discovered
that it would accept /usr/share/doc/HTML/index.html  (w/o the file://).

It now starts with the desired home page.

And now a question for you (or anyone).  How does one
make google startup on the normal google home page?

When I click the search button (magnifying glass at top right) I get
www.google.com/firefox.

I've looked in the config file and read the docs.  No hints how
to change this.
