preupgrade error whilst 'Downloading installer stage 2'

I'm trying to upgrade FC8 to FC9 (x86_64) using preupgrade preupgrade-0.9.3-3.fc8.noarch. It's been run a few times now, it gets about 95% through 'Downloading installer stage 2...' then just sits there. The console which launched it says:
