That might be the culprit, but let's explore others first.

It depends on how you installed fedora, if you used KDE Live, you get kdm,
otherwise, you generally get gdm.

I'd recommend giving kdm a whirl, create/edit
/etc/sysconfig/desktop
to contain:
DISPLAYMANAGER=KDE
