setting Num lock on by default

Hi everyone,
How do I set the Num Lock to be on by default? Every time I log in, I
have to turn it on even though I save the session before logging out.
I did some searching, and found that a commonly prescribed solution is
to install a package called numlockx. But it seemed to me that only
works in runlevel 5. Shouldn't something as basic as this be available
through some configuration somewhere? Any pointers?
Thanks in advance.
PS: I am using Windowmaker, so a command line solution would be more helpful.
