What I would do is; create install floppy using rawrite.
Boot you system using dos boot diskette, cd to your cdrom,
than cd to images directory than use for example, if your
cd rom drives is d drive issue this command.
D:\images> d:\dosutils\rawrite
Than follow the instructions on the command window.
Once you create install diskette you should all set.

otherwise.
Its the commercial Redhat install CD. I didn't burn it.
By "can't read", I mean if I put it in the drive and reboot, its
ignore...boots into Redhat 7.0 from the HD. When I boot from the
floppy I made from the CD (in 7.0), the install screen comes up, but
when I select CD, initrd.img says boot failed: change disks and try
again.

Make sure the CD is burn't right... and also your CD has to be able
to boot... some drive are not bootable. In that case changing the
BIOS options won't help. What exactly do you mean by can't read CD?
when you boot form your floppy.

Could someone please provide suggestions for how to upgrade this
system? I've submitted a web install help support, but no telling
when they'll respond.
In particular, CD works fine under RH7.0, but the 8.0 install CD
isn't loaded at boot time (boots from HD instead). I made a boot
floppy and tried that, but this complains it can't read the CD
(which works fine under 7.0 with install disk 1 inserted)...that's
how I made the floppy.
Here's what I posted in the web support form.
Upgrading from 7.0 to 8.0. CDROM works fine in 7.0 but is not recognized
as bootable by the 8.0 floppy boot image. I built this floppy manally as
instructed (dd if=boot.img) within 7.0 since booting from the CD
wasn't working either.
According to the ADAPTEC SCSI controller's BIOS, the CD is
