Yes it was.

There is a Scheduled outage window for System Maintenance every second 
Friday of the month at 9:00p Eastern.  Additionally there is 4 more 
windows, at the same time, on the third Friday of every third month for 
Network Maintenance.  July 18th is one of the Network windows BTW.
