I did verify that both were running. I can get a connection to the box,
but never get prompted to login. The daemon is running when a
connection is made to port 21 - shows established!

Make sure xinetd service is running, via service xinetd restart. Then
make sure to turn on wu-ftpd via chkconfig wu-ftpd on. That should
start it automatically.
