 Don't know if this is any help, but I've had Kylix working on Red Hat 7.3
using the instructions provided. (Also I needed a key from Borland which was
free)

Yes,
 
1. INSTALL:
For Kylix 3.0 use the command line option "setup.sh -m"
2. Runtime
If you do a search on the Borland Website (www.borland.com) 
you will find a number of articles in regards the to runtime files.
(Export path, adding your kylix lib path to the /etc/ld.so.conf file...etc)
