/sbin/chkconfig specifys the run level the service will start in.
it modifies the link for each run level in /etc/rc.d/rc*.d .......
To start it in run levels 3 & 5 (text & graphical login) .. just type
/sbin/chkconfig vsftpd on
or /sbin/chkconfig --level 345 on
or type in setup and choose "System Services" or redhat-config-services
