As part of the Red Hat Linux distribution, which itself is distributed under
the GPL, they could be considered to be licensed under the GPL. In practice,
however, the spec files are usually treated in a manner more consistent with
the BSD license. Essentially, that it really isn't worth the effort of
enforcing any licensing on a spec file.
