Cannot install rpm source

Hi,

Recently I had problems with RPM 3.0x and I was forced to remove it from my
system.  Now I have a "chicken or the egg problem"  In order for me to
reinstall RPM 3.0x or even 4.0x I need a working installation of RPM...which
I don't have.  My second guess is to download the RPM source and compile
build it back into my system.
I downloaded the source from RPM 3.0x from rpm.org but there is no support
or even a README file on how to compile and build it.

Has anyone had this problem before, if so is there somewhere I can get
instructions on what to do next.
