Thanks Mike.  You have cleared up a lot, but just to beat a dead horse the
actual situation is more like the following.

1) Build our program on our HP boxes, including a rpm executable.
2) Install our programs and rpm on a clients machine.  During installation
the included rpm program is used to create the rpm package destine for the
clients Linux box.
3) Install the rpm package created on the clients HP box on the Linux box.
