Sure, this isn't hard. You'll just need to create a patch to httpd.h.
You already know what changes to make, so here's a pointer to the
relevant section of Max RPM.
The first section of
http://www.rpm.org/max-rpm/s1-rpm-rw-build-build-without-rpm.html
gets you started, and
http://www.rpm.org/max-rpm/s1-rpm-rw-build-initial-build-with-rpm.html
has the rest of the details. It's probably worth reading both of those
pages though, to make sure you don't miss any details.
