You're not the only one confused.

rpm-4.0.3 is/was developed underneath Red Hat 7.2. However, the needs
of rpm and the Red Hat distro tend to diverge a bit at the end. I
don't believe I've ever managed to get exactly the same bits in the
distro and on ftp.rpm.org.

So the answer is
	The two versions are nearly identical, but not exactly.

FWIW, the "official" release is on ftp.rpm.org, but the important
release is invariably the bits on the next release of the Red Hat
distro.

Look at the %changelog for the changes since approx. 9/1/2001.
About the only important fix is that remote globbing was broke in 7.2.
There's also an important (but not critical) speedup, repairing
a brain fart of mine from rpm-3.0.2. The other changes are random
fixes and "must have now" features, you won't be able to tell.

There will be an all-platform errata release for rpm-4.0.3 for Red Hat
6x, I will probably add the 7x packages, but the 7.2 packages will
work fine for 7.1/7.0 *IF* you apply the glibc errata.
