Because adding a patch and releasing one day later is -really- bad
practice. The 4.0.3 release has been in testing quite a while, and
things work well enough to release. I'm sure that your patch, and quite
a few others, will go into the RPM CVS tree shortly, so that people can
begin testing them. But until they're tested, they can't go into a
release.
