I've not done this in ages, but I seem to recall putting all the
installed RPMS in one directory and:
  rm -f /var/lib/rpm/*
  rpm --initdb
  rpm -i --justdb --noscripts --nodeps --force *
You might want to backup /var/lib/rpm before you remove it.
