It isn't anymore once the update to 4.0.1 is complete - and that's what
rpm is warning you about.
Try rpm -U rpm*4.0.1* instead (you absolutely need to update rpm and
rpm-devel, rpm-build, rpm-python and whatever you want at the same time).
