%doc files not recognized as documentation

  in aid of revising my little HOWTO on building a noarch rpm,
i added a section on specifying %doc files in the %files section,
only to find that these don't work as documented.

  i added a directory, /usr/share/doc/wonderpics-1.0, with
a couple representative documentation files, and prefixed that
line with the %doc tag.

  when i created the noarch rpm, they were added to the rpm,
and running "rpm -qpd" on that rpm showed clearly that those
files, and only those files, were considered documentation files.

  however, when i installed the rpm with the --excludedocs option,
those files were in fact installed.  can someone explain this?
