rpm-4.0.2 build error

Hi list. I'm having an apparently common problem building rpm-4.0.2
(under a custom Linux distrbution), and have yet to see why this is a
problem in the first place. What's more, the problem has existed longer
than 4.0.2, so one might think a reasonable solution would exist by now.
I haven't found it yet. Could someone enlighten me? The problem is files
in rpm-4.0.2 source code trying to include <db3/db.h>, which on a
non-redhat system doesn't seem to exist in any form (no /usr/include/db3,
etc.) nor get created with the installation of db-3.1.17 (nor db-3.2.9).
One would think that if there were "custom" steps to getting db-3.x.x
installed appropriately for rpm-4.0.x to build, that those steps would be
included in the INSTALL file in the rpm source distribution, as opposed to
a note to see a "spac" file for "conmplete" details. Why not include
these details in the INSTALL file?
I apologize in advance if this comes off as offensive to the developers.
I realize I'm not paying for this. It just seems like a silly thing to be
stuck on...
