Anonymous FTP access to Windows NT for installing an RPM package

Hi all !
I am able to install RPM packages lying on Linux
machines by using this command :
rpm --install ftp://139.85.34.54/Path/To/Pkg/Pkg.rpm
from a Linux system , where 139.85.34.54 is IP address
of some other Linux machine . This command obviously
uses anonymous login on that Linux system .
But this same command fails if I try to install a
package from a Windows NT system even when NT server
is configured to accept Anonymous connections.
And it seems that I am not able to get onto that NT
system using this also :
rpm --install
ftp://user:passwd@39.85.34.54/Path/To/Pkg/Pkg.rpm
Any suggestions as to where is the problem ?
