IMHO BuildRecommends tag is completly not neccessary. Istead pepare spec
file which sometimes can build packages in form depending on enviroment
better use build conditional addisions for build few varians the same
package.
If Yoy want some real example look at:

on header this file You can find:
# Conditional build:
# --without sasl - build wihtout SMTP AUTH support
# --without ldap - build without LDAP support
# --without pcre - build without Perl Compatible Regular Expresion support
# --without ssl - build without SSL/TLS support
# --with mysql - build with MySQL support
# --without ipv6 - build without IPv6 support
and using diffrent set combination parameters (You must uses snap rpm
4.0.3 or rpm 4.0.2 from PLD because only this versions handles
--{with,without} shitches in command line) You can produce 6^2 variants
this package but allways depending not on enviroment but on what You
*want* produce.
