RPM reinstall

Hi there,
Somebody (me) has screwed around with apache and changed the settings. I
want to just reinstall the apache rpm file so I try :
rpm -e apache.rpm
(to uninstall)
and it says 'not installed'
then when I try to reinstall:
rpm -i apache.rpm
i get the message 'already installed'
what can I do?
is there a RPM command that forces a re-install. or forces a remove?
