There are a couple of cases I know of where this can happen, notably
(IIRC) samba, apache and one or two other servers. Cause is a broken
trigger on the old linuxconf package.
Of course, if you had removed linuxconf, then that's not it and there
might be something interesting in /tmp/upgrade.log
