doing a "file check" with "rpmbuild -bl" ignores missing doc files

  i just noticed that doing a file check of the spec file %files section
against the actual build root will *not* flag missing %doc files --
that is, specified by something like:

%doc README ChangeLog

  i tested this by doing a normal "rpmbuild -bi", then manually just
removing one of those files from under the build root before running
"rpmbuild -bl".

  should i have expected this?  it flags missing non-%doc entries just
fine.
