documentation files and --excludedocs

  i just want to make sure i understand this feature before
filing a bugzilla report.  after using the %doc directive in
a spec file, i can add some doc files to the new RPM (say, 
README), and those files tagged with %doc definitely show up
when i query the RPM with "rpm -qpld". 

  however, they will still be installed even if i specify
"--excludedocs."  am i right to conclude this is a bug, or am
i misunderstanding the use of this option?
