Install-time error message

I was just playing around with rpm tonight, and noticed this really
weird error message.  I had a glib package installed, version 1.2.10,
with it's epoch set to 1.  I went to install (NOT upgrade) glib 1.3.12,
and it gave me an error that glib 1.2.10 was already installed and
newer.  Once I put an epoch on my glib 1.3.12 package, it installed with
no errors or warnings.
I'm unable to grok why this error message shows up.  There are just as
many times that I'd potentially need to install an older version of a
package as a newer version, while leaving the other copy intact.  Am I
missing something?
