There are 2 problems here:
1) (easy) You can build for a "compatible" arch by adding --target hppa1.0.
2) (hard) It's up to you, the packager and/or build master, to set up
the build system and package spec file and otherwise test your software
so that the package actually "works" when installed on a hppa1.1 system.
