Thank you for the rapid response.
I will ask the user to run with strace, and try to find if there
are any unusual file conflicts.

One quick question, I work on libraries, I am not a system 
administrator, so I do not have root permission. I build the 
rpm file in a 'non-root' account. Is this bad practice, should 
I build as root?

The default install options I use are '-U --replacefiles' . This 
use of the Big Hammer was a last resourt, type of, if the Big 
Hammer does not work we will have to look elsewhere for the 
cause of the error.
