Actually, it's the best practice there is. If you don't build
as root, you (usually) have no write access to sensitive system
directories and can't overwrite anything when rpm is doing
%install (or anything else, actually), even if the %install
part is broken enough to install things outside $RPM_BUILD_ROOT
(or if you set it to some stupid location like /).
